Sara Pietrobono founded Alliance Strategies Consulting after building a career spanning public agency design, federal research, and construction project management.
Her experience gives her an unusual perspective on project delivery: she has worked with projects from multiple sides of the table and understands both the technical requirements of construction and the relationships required to successfully deliver it.
As President and Principal Consultant of ASC, Sara specializes in construction partnering facilitation, owner representation, project scheduling and controls, constructibility and project reviews, and construction documentation services.
Her facilitation style is practical, engaging, and construction-focused. Rather than treating partnering as a one-day workshop or contractual requirement, she helps teams establish communication practices, escalation processes, measurable goals, and accountability that can be carried throughout the life of the project.

Michele Weimer
Senior Consultant | Partnering & Public Agency Strategy
Michele Weimer brings more than two decades of public-sector leadership experience spanning public infrastructure, procurement and contract administration, regulatory compliance, and executive-level strategic planning.
Her experience provides a valuable public-agency perspective on project delivery: she understands the accountability, regulatory requirements, stakeholder coordination, and contractual processes that shape complex public infrastructure projects. Her background includes leadership with the County of El Dorado and El Dorado Irrigation District, where she worked across procurement, contracting, water and hydroelectric infrastructure, regulatory compliance, and organizational strategy.
As a Senior Consultant with ASC, Michele specializes in construction partnering facilitation, public agency coordination, procurement and contract strategy, stakeholder engagement, and collaborative issue resolution.
Her facilitation style is collaborative, pragmatic, and structured. She helps agency and contractor teams establish clear expectations, strengthen communication, navigate competing priorities, and build the trust and accountability necessary to successfully deliver transportation and infrastructure projects.

aaron Quinnell
Project Coordinator | Administrative Services
Aaron Quinnell is the go-to coordinator behind the scenes at Alliance Strategies Consulting. With a background that spans production management, event coordination, education, and even professional river guiding, Aaron has built a career around one common skill: figuring out how to make things happen.
Before joining ASC, Aaron spent a decade managing production and events for Hanson Distillery, coordinating staff, schedules, operations, and large-scale events. During the summer, you can find him on the South Fork of the American River, where he works as both a professional river guide and manager—overseeing guides, customers, schedules, and the ever-changing logistics that come with getting people safely down a river.
At ASC, Aaron brings that same versatility to project coordination, workshop logistics, scheduling, communications, event planning, and administrative support. Whether it's coordinating twenty schedules, finding the perfect workshop venue, organizing a team event, or handling the countless details that keep things moving behind the scenes, Aaron is the person you want making it happen.

Preconstruction
Successful projects begin long before work starts in the field. ASC supports owners and project teams during preconstruction by helping establish a clear path from design to construction.
Services may include constructibility reviews, contractor procurement and proposal evaluation, scope and contract coordination, preliminary schedule review, project risk identification, and preconstruction planning.
Construction
Once construction begins, ASC provides hands-on support focused on keeping projects moving and helping teams address challenges proactively.
Our construction-phase experience includes owner's representation, project scheduling and schedule review, change management, progress and payment review, contractor coordination, project documentation, issue resolution, partnering facilitation, and ongoing project controls.
Because our approach is grounded in real-world construction experience, ASC considers not only what the contract requires, but how decisions affect the work being performed in the field.
Project Closeout
A successful project isn't finished when construction activities stop. ASC helps project teams carry the same level of organization and accountability through completion.
Closeout support may include punch-list coordination, final documentation, outstanding change and contract item review, project closeout coordination, partnering closeout workshops, and lessons-learned discussions to help ensure the project finishes as intentionally as it began.
